073 - Peter Young: Special Economic Zones, Autonomy and the Future of Free Cities
SEZs, Free Zones, Autonomous Cities, Shannon, China, Shenzhen, Dubai, UAE, Special Economic Zones, Honduras, Prospera, Democracy, Free Cities, International Cities. Timothy Allen talks with Peter Young. Today I have the Free Cities Foundation's managing director Peter Young back for another episode. This time we’re talking about SEZs, free zones and autonomous cities. We’re basically giving you the 101 on what we discovered during the making of our film 'Zones of Progress’ in Dubai. There are lots of great insights here into the evolution of free zones and what their future might look like if the trend continues. Peter is super knowledgable on the subject, so pay close attention and soak up all the insights.  I personally think that understanding the history of SEZs  is hugely important if you are interested in the establishment of new autonomous territories.   Look out too for my final penny drop moment with the concept of democracy: It's been a long journey for me on that subject, but it now appears that I may be ready to tackle Hans-Hermann Hoppe's 'Democracy, the God that Failed”. Enjoy the conversation. TIMESTAMPS: 0:30 - Introduction. 5:37 - Shannon Airport's history as a free zone and China's stance on special economic zones. 11:57 - China's economic transformation through special economic zones, particularly Shenzhen. 19:05 - China's economic zones and Dubai's special financial zone. 25:30 - Dubai treats its residents like customers. 39:33 - Attracting human capital is the zeitgeist. 38:55 - Free Cities will be sandboxes to explore alternatives to democracy. 43:14 - The history and reality of Charter Cities. 53:34 - The democratic system is high time preference. 57:54 - Peter's advice to governments thinking about setting up free zones. Peter Young discusses special economic zones, free zones, and autonomous cities.Historical special economic zones predate modern incarnation (1959) Shannon Airport in Ireland was once a refueling stop for transatlantic flights, but now it's an industrial area with 10,000 workers.Peter Young explains why special economic zones' policies were rolled back in Ireland.China's stance on special economic zones and economic debate during the 20th century. China experienced difficult political period under Mao, with internal debate on future leadership and economic development.Shenzhen's rapid growth from 30,000 to 12 million people in 30 years, 10 times Chicago's rate, made it a model for China's national policy. In Shenzhen, foreign direct investment was allowed with local partners, allowing for significant ownership in Chinese companies.Land use rights were relaxed in Shenzhen, allowing for more construction and the first ever land use sale prior to 1987. Peter Young: China tested policies in special economic zones before implementing nationwide.Timothy Allen: Dubai's special economic zones evolved from China's model, with successful results.Timothy Allen and Peter Young discuss the DIFC Dubai International Financial Centre, where the UAE government introduced English common law to attract international business and create high-paying jobs. The DIFC has been successful in attracting 4300 companies and 36,000 employees, contributing significantly to Dubai's GDP. Entrepreneurs and digital nomads in Dubai feel treated like customers rather than tax cattle.Timothy Allen: Dubai's competitiveness forced govts to vie for citizens' business.Peter Young: Intellectual capital, not physical equipment, drives today's economy. Evolution of Special Economic Zones to include lifestyle and services, with private autonomous cities as a potential next step.Peter Young argues governments should grant autonomy to regions to create thriving communities.Peter Young argues that private companies operating with long-term ownership incentives can better align with the prosperity of a country's population. He suggests allowing entrepreneurs to create businesses and invest in areas for a long-term future, with the right incentives in place. Timothy Allen and Peter Young discuss the possibility of creating autonomous zones without democracy.Peter Young and Timothy Allen discuss the concept of charter cities and how it was introduced in a TED talk by Paul Romer in 2009.Peter Young highlights the importance of good governance and institutions for economic success.Young suggests adopting rules and regulations from countries like Canada to improve economic development in less developed countries. Peter Young agrees that there is risk from host government in private autonomous city idea.Peter Young discusses options for creating societies prioritizing individual rights, including terra nullius, high seas, and working with existing governments.Peter Young discusses the potential for international arbitration centers to resolve trade disputes and the role of treaties in protecting investors. Investors should align with government objectives to create a win-win situation, but country's track record of reneging on agreements can be a deterrent.Peter Young highlights the importance of impartial arbitration in attracting international investment. Peter Young advises governments to establish unoccupied land for a free city, ensuring compatibility with the base economy.Peter Young predicts more small political entities and free trade in the future.Peter Young: Smaller political entities work better with closer governance, leading to more free trade and competition.Young: More Special Economic Zones will emerge as consumers prefer global prices and cost-effective options.

Bitcoin, El Salvador, Nayib Bukele, Education, Dollarization, China, Singapore, IMF, Hope, Bond to Unbind. Timothy Allen talks with Tomer Kantor. I’ve got my final Bitcoin film festival despatch for you today.  I’m talking with the director of the film “Bond to Unbind. Bitcoin & El Salvador". Tomer’s film is a deep dive into the fascinating story of contemporary El Salvador. Spearheaded by its phenomenally popular president Nayib Bukele,  El Salvador took the bold approach of not only passing the world’s first ever Bitcoin legal tender bill in 2021, but also of actively rallying against El Salvador's traditional relationship with the IMF, including ignoring their pleas to rescind the Bitcoin law. In the words of Fortune magazine: “The International Monetary Fund’s board urged El Salvador to strip Bitcoin of its status as legal currency due to its large risks, highlighting a major obstacle for the nation’s efforts to get a loan from the institution.” Seemingly unperturbed by the IMF's passive aggressive threats, El Salvador’s so-called Volcano bonds, which are the governments Bitcoin-backed bonds also got regulatory approval at the end of 2023. We discuss all this and more in the pod as well as a talking about both of our personal experiences visiting the country since the law was passed. Enjoy the conversation. TIMESTAMPS (0:30) Introduction.(4:16) What were your preconceptions of El Salvador?(11:26) Dollarization in El Salvador.(15:55) Bottom up adoption of Bitcoin(22:51) What drives bitcoin adoption?(28:00) Nayib Bukele's back story.(35:01) El Salvador wants to be the new Singapore.(41:04) What do Salvadorians think of Bukele?(47:35) Is Bukele trust worthy?(52:26) Bitcoin & remittences.(57:29) The reality of Bitcoin adoption in El Salvador.(59:51) Is there a connection between El Salvador & the Free Cities movement? Risk Management, Geopolitics, The Fourth Turning, Free City Vulnerabilities, State Conspiracies, Monetary Reset, World Economic Forum. Timothy Allen talks with Marc-Felix Otto. Dr. Marc-Felix Otto is partner and chairman of The Advisory House AG, a renowned strategy and management consultancy serving the European energy industry.  His expertise includes risk management for major energy trading organizations and, fortunately for us, he is also a council member of the Free Cities Foundation who has been advocating for Free Cities for more than 20 years. In this conversation we talk about political risk management and the broader subject of geopolitics in the context of what is known as the Fourth Turning… listen on to find out what that is if you don’t already know. We also talk about Free City vulnerabilities, monetary reset and dive into a few of the more prominent conspiracy theories involving world governance. Enjoy the conversation. Libertarianism, Ciudad Morazán, Honduras, ZEDEs, Legal Battles, Passion Projects, Morazán's Urban Plan, Blue-Collar Free City, Special Economic Zones. Timothy Allen talks with Massimo Mazzone. On today's show I’m talking with somebody who I consider to be one of the key individuals in the Free Cities Movement.  He is the incredibly successful entrepreneur who is both the brains and the finance behind Ciudad Morazán, Honduras’s so called blue-collar Free City. Massimo is a life-long Libertarian who saw an opportunity to create a unique passion project when the Honduran government passed its ZEDE legislation back in 2013.  The ongoing result is Morazán, one of the world’s flagship Free City projects, but one that you probably know the least about since Massimo is not in the business of either self-promotion or promoting Morazán to potential investors.   Massimo’s dreams for Ciudad Morazán are big as you will hear in the conversation and I hope that you will also pick up on the genuine enthusiasm he has for both Honduras and its people. I came away from the discussion feeling very optimistic, even after hearing about Morazán's current legal battles which are somewhat stifling the project in the short term. Enjoy the conversation. Rémi is a film director who created what I would call one of the most influential Bitcoin films ever created. 'The Satoshi Mystery' has been viewed officially more than 8 million times.  It's a 6 part film series which, in my opinion explains the 'why?' of bitcoin incredibly well using interviews and documentary footage and a narrative revealed by an animated Satoshi Nakamoto character, the pseudonymous creator of Bitcoin. I spoke with Remi at the Bitcoin Film Festival in Poland and we go into the importance of the cypherpunk origins of Bitcoin and why it is one of the most significant tools for freedom in these current times of burgeoning states, oppressive central bank digital currencies and social credit scores. I caught up with her at the MTL clubhouse in Bar, Montenegro and we discussed her motivations for moving to Montenegro along with her hopes and expectations for the project.   If living in a libertarian community in Montenegro strikes a chord with you then I will point you to two other episodes from our Montelibero series. Firstly, Episode 029 with Jose Birkin is a two hour deep dive into the community as a whole including an overview of their blockchain token system used for land ownership and community decision making. Secondly, there is Episode 042 with Kosta & Albina, a digitally nomadic couple who have bought one of the newly built apartments in Montelibero. I really enjoy my conversations with Joe. The first time I met him was at our conference two years ago when I interviewed him for a film and it was instantly obvious that he is a great orator and overall extremely interesting guy.   This is a light hearted conversation about Seasteading. Joe is the president of the Seasteading Institute and extremely knowledgeable on the subject. I mean, from who else could I learn exciting new words such as flotel, coralcrete, aquapreneurs and seavilisation? If you listen to this podcast regularly, you’ll know how much I love new words. However, this conversation is also about the human condition and how best to use our innate ingenuity to stay as free as we can as individuals. I really enjoyed this discourse and in particular,  Joe’s takes on the world. However, during our discussion we also touch upon subjects such as urban design, progressivism, central planning, new urbanism, fiat architecture and I get Martinus’s opinion on what he thinks of the way that the design of the modern Emirates have evolved as a possible case study for urban planning in the future, something that has left me wondering whether skyscrapers and high rise buildings are a good idea at all.
